Its hard to say what really is going on in this photograph.As far as I can make out this photograph is part of the film taken of the flood around this part of Clitheroe.The horse and carriage seems to be dropping off provisions.The guy walking out of the frame on the right hand side seems to have collected a container from the carriage.Again on the right you can see North Street which is now just a car park.
